Pick your county and your electric utility, then enter your monthly bill or a system size. The calculator estimates the size, cost, New York State credit and yearly bill savings of a home solar system from official data: NYSERDA’s own project records, the federal EIA utility data, NYSERDA’s 2026 utility charges and the state and city tax pages. It also lists the local property-tax opt-outs on record for your county.

Estimate only. Figures come from official data sets and tax pages (sources and dates below). They are averages, not a quote, and not tax advice. Data checked October 17, 2026.

Only the utilities that serve the county you picked (EIA service-territory data). Your bill names your utility.

3. Size the system by
Optional: use your own numbers

Total bill ÷ kWh used, from one bill. Needed for smaller utilities that publish no residential average.

Pick a county and a utility, then enter your bill or a system size.

NY counties with the strongest solar incentives (2026)

Most New York solar incentives are the same in every county. The state credit is 25% of qualified solar equipment costs, limited to $5,000, for a system at your principal residence, and the federal 30% credit is not available for systems placed in service after December 31, 2025. No NY-Sun incentive block is open for homes in any utility territory (NYSERDA block charts for Con Edison, upstate and Long Island, checked October 17, 2026). Three things change from county to county: New York City's property tax abatement, the electricity price your panels offset, and whether local governments opted out of the RPTL 487 property tax exemption. This ranking puts 62 counties on one scale: the years a typical home system takes to pay for itself after the incentives that can be counted.

How the counties are ranked

  • Typical system: the county's median size, price per watt and expected output per kW of NYSERDA-reported home projects, the same figures the calculator above uses.
  • Utility: the one with the most NYSERDA-reported home projects in the county. Its 2025 average residential price (EIA-861) sets the savings, minus its 2026 Customer Benefit Contribution.
  • Incentives counted: the state credit in every county; in the five New York City counties, the city's property tax abatement at its full rate, 7.5% of the cost a year for four years. That needs a yearly property tax at least that large; a smaller tax bill means a smaller abatement and a longer payback.
  • Rank: (installed cost − incentives) ÷ net first-year savings, shortest first. The RPTL 487 exemption is not in the rank, because it depends on your town and school district as well as the county; each county's record is shown next to it.

Figures from the calculator's data, built October 17, 2026; every source and its date is listed under “Sources and dates” below. Estimates from averages, not a quote: your own county, utility and bill in the calculator above give your own figure.

  1. 1. New York County (Manhattan): 6.1 years

Cost: $25,872 (5.6 kW at $4.62 per watt) − $5,000 state credit − up to $7,762 NYC abatement over four years (needs a yearly property tax of at least $1,940) = $13,110.

Savings: $2,226 a year at Con Edison's 36.74¢ per kWh, minus $87 of CBC = $2,139 net (Con Edison serves 100% of the county's NYSERDA-reported home projects).

  • Expected output per kW is the statewide median in Hamilton, Lewis (fewer than 30 reported projects).
  • Price per watt is the main utility's territory median in New York (Manhattan), Hamilton, Lewis (fewer than 25 reported purchases in the county).
  • No single utility has 60% of the reported projects in Orange (Orange & Rockland, 58%); Erie (National Grid (Niagara Mohawk), 51%); Allegany (RG&E, 48%); Livingston (National Grid (Niagara Mohawk), 56%); Columbia (NYSEG, 47%); Essex (National Grid (Niagara Mohawk), 56%): pick your own utility in the calculator.

Other ways to check: the Tax Department's RPTL 487 opt-out listing for your town and school district (also on our opt-out page), and a contractor's design for your own roof.

How the estimate works

  • System size. From your bill: yearly use = bill × 12 ÷ your utility's average price, and size = yearly use ÷ the county's yearly output per kW. Or enter the size from a quote.
  • Yearly output. The median expected yearly production per kW of NYSERDA-reported home systems completed since January 1, 2023 in your county (statewide median 1,044 kWh per kW from 49,544 projects). It comes from the installers' own production estimates for those systems; your roof can do better or worse.
  • Installed cost. The median price per watt of NYSERDA-reported home purchases completed since January 1, 2024 in your county (statewide $3.80 per watt from 19,926 purchases). Where a county has fewer than 25 purchases, the median for its main utility territory is used. Your own quote replaces it.
  • New York State credit. 25% of qualified solar equipment costs, limited to $5,000, for a system at your principal residence. It is not refundable; any amount above the tax you owe can be carried over for up to five years. A lease, or an agreement of at least ten years to buy the power, can also qualify (Tax Department, Form IT-255).
  • Federal credit. Not counted. The 30% Residential Clean Energy Credit (section 25D) is not available for property placed in service after December 31, 2025 (IRS).
  • NY-Sun. Not counted. No NY-Sun incentive block is open for homes in any utility territory (NYSERDA block charts for Con Edison, upstate and Long Island, checked October 17, 2026).
  • Bill savings. Yearly output × your utility's 2025 average residential price for full-service customers (EIA-861: revenue ÷ sales, so delivery, supply and fixed charges are spread over each kWh). When you size from your bill, output above your yearly use is not counted. Fixed monthly charges stay on your bill, so this is an upper estimate.
  • Customer Benefit Contribution (CBC). Home systems that interconnected on or after January 1, 2022 with one of the seven large utilities pay a monthly charge per kW DC; the 2026 rate is subtracted from the savings. CBC rates change every year.
  • Payback. (Installed cost − state credit) ÷ yearly savings, in simple years: no loan, no price changes, no panel ageing.

The data for each county

Typical home system, its expected output and price from NYSERDA-reported projects, the utilities that serve the county (EIA), and the RPTL 487 opt-outs on record: entries in the Tax Department's opt-out listing (records on file as of March 31, 2026), plus NYSERDA filings that are not in that listing.
