Solar Incentives in Wayne County, NY
Wayne County is orchard country on the Lake Ontario shore, sitting across a utility boundary. Both facts change the numbers.
Wayne County runs along the Lake Ontario shore east of Rochester — Newark, Lyons, Palmyra, Sodus, Williamson, Ontario, Macedon, Wolcott. ZIP codes here begin 144 and 145. It is fruit-farming country, and it sits across a utility boundary.
Check which utility is on your bill
Wayne County is not uniformly served by one company — RG&E and NYSEG both appear, and the boundary does not follow town lines cleanly:
- RG&E — 2026 residential Customer Benefit Contribution of $1.31 per kW-month. An 8 kW system pays about $126 a year.
- NYSEG — $1.19 per kW-month. The same system pays about $114 a year.
Both apply to systems interconnected on or after 1 January 2022, are billed on DC system size regardless of production, and are recalculated annually. Read the name on your own bill rather than accepting an assumption.
Lake-effect snow
The Ontario shore takes real lake-effect snow. Ask what load the racking is specified for and who verified the roof can carry it; ask whether snow guards are needed where the array discharges over a door or a drive; and ask what snow-cover assumption is in the production estimate, because a model without one overstates the annual figure.
Panels shed faster than the shingles around them, and the days lost fall in December and January, which net metering covers from the summer surplus.
Farmland: two different decisions
Wayne County has a lot of orchards and open land, which means two conversations that get confused with each other.
Solar to offset the farm’s own consumption — cold storage, packing lines, irrigation — sits on the business side of the tax code, where the investment tax credit and depreciation did not follow the residential credit into repeal at the end of 2025. That is an accountant’s question with your own figures, and it is a live one. Get interval data from your utility rather than bill totals: for a commercial account the shape of the load is the analysis, and whether the account carries a demand charge changes what solar is worth.
Leasing ground to a developer is a decades-long agreement whose terms on decommissioning security, rent escalation, access routes, drainage and tile, the option period and agricultural assessment matter far more than the headline rent. Take your own attorney rather than the developer’s paperwork.
Ground mounts for a house
For a residential system, land makes a ground mount realistic: orientation and tilt chosen rather than inherited, roof age irrelevant, shading solved by siting, and safe ground-level snow clearing. Ask for it alongside the roof option, and ask about setbacks and foundation depth below the frost line.
2026 incentives
The 30% federal residential credit has ended — section 25D was terminated for expenditures made after 31 December 2025, with an expenditure treated as made when the original installation is completed.
Still available: New York’s 25% credit capped at $5,000 on Form IT-255, which reaches leases and PPAs of ten years or more as well as purchases; the state sales tax exemption; and RPTL 487’s 15-year property tax exemption where your town or village, the county and your school district have not opted out. The RPTL 487 exemption is not automatic: file form RP-487 with your assessor by the taxable status date (March 1 in most towns; January 2 in Nassau towns; May 1 or June 1 in Westchester towns; set by charter in cities; usually January 1 in villages), and the system must be built before January 1, 2030 (RP-487 instructions).
NY-Sun is not on that list. As of September 2026 NYSERDA has no open NY-Sun block for homes in any utility territory; check NYSERDA’s NY-Sun dashboard for a new one. The last standard upstate residential block (Block 14, $0.15/W, NYSEG, RG&E and National Grid territories) closed on 17 December 2025, and the upstate Affordable Solar block for income-qualified households closed on 9 March 2026.
Frequently Asked Questions
Which utility serves Wayne County for solar?
Both RG&E and NYSEG appear and the boundary does not follow town lines cleanly. Read the name on your bill — RG&E's 2026 charge is $1.31 per kW-month and NYSEG's is $1.19, about $126 against $114 a year on an 8 kW system.
Can a Wayne County fruit farm claim a federal solar credit?
A project to offset the farm's own consumption sits on the business side of the tax code, where the investment tax credit and depreciation did not follow the residential credit into repeal. It is a live question for your accountant with your own figures.
What data does a farm solar proposal need?
Interval data from your utility rather than bill totals — for a commercial account the shape of the load is the analysis. Whether the account carries a demand charge changes what solar is worth, and any proposal should separate energy savings from demand savings.
Does lake-effect snow affect solar on the Ontario shore?
It requires racking specified for the local load, snow guards where the array discharges over a door or drive, and a snow-cover assumption in the production estimate. Panels shed faster than the roof around them and the lost days fall in the weakest months.

NY Solar Incentives
Independent New York solar research. We summarise NYSERDA, NY-Sun and federal programme rules from published sources and state plainly when a figure is an estimate. We are not a government agency and do not sell equipment.
Run the arithmetic on your own system
Check the dated program table and your arrangement before counting an incentive. Standard residential NY-Sun blocks are closed; Long Island Affordable Solar has a conditional income-verification route. The NY credit depends on qualified costs and tax liability, while the NYC abatement reduces future property-tax bills. The estimator keeps those timings separate.
