Solar Incentives in Oswego County, NY

Pulaski and the Tug Hill edge take snow measured in feet. Oswego County asks harder questions of a racking specification than most of the state.

A steep-roofed house with rooftop solar panels under heavy snow near the Lake Ontario shore in Oswego County New York

Oswego County runs along the eastern shore of Lake Ontario — Oswego, Fulton, Pulaski, Mexico, Central Square, Phoenix. ZIP codes here begin 130 and 131. The eastern shore and the Tug Hill edge take some of the heaviest lake-effect snowfall in the United States, and that governs the engineering here.

Snow is the specification

Design loads in this county are among the highest in New York, and they vary within it — the shore towns and the Tug Hill edge around Pulaski are not the same as the southern end near Central Square.

  • What snow load is the racking specified for at this address?
  • Who verified the roof can carry the array in addition to that load? A structural engineer’s letter is common here.
  • Where does the snow discharge, and are snow guards included? A steep array sheds in sheets and here the sheets are large.
  • What snow-cover assumption is in the production estimate? A model without one overstates the annual figure substantially in this county.

What snow does not do is decide whether solar works. Panels shed faster than the shingles around them, and the days lost fall in December and January when production is weakest anyway. Net metering banks the March-to-September surplus to cover them.

Lakeshore wind

Exposure along the shore is real, so racking and attachment must be specified for the local wind zone as well as the snow load. Ask what wind load the system is designed to and who confirmed it — both numbers, not one.

Ground mounts suit this climate

Oswego County has land, and a ground mount does two things a roof cannot here: it can be tilted steeply enough to shed reliably, and if clearing is ever needed it can be reached safely from the ground rather than from an icy roof in February.

It also removes the roof-age question and lets orientation and tilt be chosen. Ask what foundation is proposed and to what depth — the frost line is deep and it is a real part of the cost.

National Grid

The Customer Benefit Contribution is $0.97 per kW-month of DC system size for 2026, the lowest of the major New York utilities — about $5.82 a month on a 6 kW system, roughly $70 a year, or $93 on 8 kW. Billed on capacity regardless of production and recalculated annually. Phase One net metering credits exports at the full retail rate and holds for 20 years.

Roofs and sizing

Roof age is the usual gate: under roughly ten years of shingle life left means re-roof first, because removing and reinstalling an array later costs considerably more — and on a roof carrying this much snow, the workmanship of the mounting matters more than average.

Get twelve months of usage before accepting a design. Electric supplementary heat is common in older housing here and pushes winter consumption well above what a template assumes.

2026 incentives

The 30% federal residential credit has ended — section 25D was terminated for expenditures made after 31 December 2025, with an expenditure treated as made when the original installation is completed.

Still available: New York’s 25% credit capped at $5,000 on Form IT-255, non-refundable but carried forward five years and reaching leases and PPAs of ten years or more as well as purchases; the state sales tax exemption; and RPTL 487’s 15-year property tax exemption, claimed on form RP-487 filed with your assessor by the taxable status date, where your city, town or village, the county and your school district have not opted out. NY-Sun and its Affordable Solar track are not: as of September 2026 NYSERDA has no open NY-Sun block for homes in any utility territory; check NYSERDA’s NY-Sun dashboard for a new one.

Frequently Asked Questions

Can solar work in Oswego County's lake-effect snow?

Yes, with engineering to match. Design loads here are among the highest in New York and vary within the county, so racking specification, roof structure verification, snow guards and a realistic snow assumption in the production estimate are all essential.

Does lakeshore wind matter as well as snow?

Yes. Exposure along the Lake Ontario shore means racking and attachment must be specified for the local wind zone as well as the snow load. Ask for both numbers rather than one.

Why is a ground mount attractive here?

It can be tilted steeply enough to shed reliably and cleared safely from the ground rather than from an icy roof in February. It also removes the roof-age question and lets orientation and tilt be chosen.

What does National Grid charge an Oswego County solar customer?

The Customer Benefit Contribution at $0.97 per kW-month of DC system size for 2026, the lowest of the major New York utilities — about $70 a year on a 6 kW system and $93 on 8 kW.

Run the arithmetic on your own system

Check the dated program table and your arrangement before counting an incentive. Standard residential NY-Sun blocks are closed; Long Island Affordable Solar has a conditional income-verification route. The NY credit depends on qualified costs and tax liability, while the NYC abatement reduces future property-tax bills. The estimator keeps those timings separate.
