An early twentieth century wood-frame house with rooftop solar panels in an old upstate New York mill town, hills behind

Fulton County covers Gloversville, Johnstown, Mayfield, Northville and the southern Adirondack lakes above them. ZIP codes here begin 120 and 121. It is old industrial towns below and lake country above, and the two halves ask different questions.

In the towns: roof age decides

Gloversville and Johnstown carry housing built for a glove industry that has long gone, much of it late nineteenth and early twentieth century. Solar modules last decades; asphalt shingles do not.

If your shingles have under roughly ten years of life left, replace the roof before installing. Removing and reinstalling an array later costs considerably more than mounting on a bare roof, and on the household budgets typical here that second cost is not one anyone plans for. Older wood-frame roofs also draw a structural engineer’s letter more often than newer construction.

Get the roof assessed by someone who is not selling you panels.

Above the towns: lakes, camps and the Park

The northern part of the county runs into the southern Adirondacks, and two things follow.

Park land-use review. Where a property lies inside the Adirondack Park, private land sits under a framework administered by the Park Agency alongside town rules. Whether it touches a project depends on classification and what is proposed — a rooftop array on an existing house is a different question from a ground mount involving clearing. Ask before design.

The principal-residence test. New York’s 25% credit on Form IT-255 is for equipment installed and used at your principal residence. A lake camp that is not your principal residence does not qualify. Establish that before a proposal is built around a credit you cannot claim.

National Grid

The Customer Benefit Contribution is $0.97 per kW-month of DC system size for 2026, the lowest of the major New York utilities — about $4.85 a month on a 5 kW system, roughly $58 a year, or $93 on 8 kW. Billed on capacity regardless of production and recalculated annually. Confirm your utility from your own bill; service in the north of the county is not uniform.

Snow and sizing

Snow load rises as you go north. Ask what load the racking is specified for at your address, whether snow guards are needed where the array discharges, and what snow-cover assumption is in the production estimate.

Get twelve months of usage before accepting a design — electric supplementary heat is common in older housing here, and a seasonal camp has a profile nothing like a year-round house.

2026 incentives

The 30% federal residential credit is gone — section 25D was terminated for expenditures made after 31 December 2025, with an expenditure treated as made when the original installation is completed. On a tight budget a quote still showing it overstates the net cost by thousands.

Still available for a principal residence:

  • New York’s 25% credit, capped at $5,000, on Form IT-255 — non-refundable but carried forward five years, which matters where tax liability is modest.
  • The state sales tax exemption on residential solar equipment, which covers the 4% state tax only: Fulton County, including the cities of Gloversville and Johnstown, still charges its own 4% local sales tax on it (Publication 718-S, Part 1).
  • RPTL 487, the 15-year property tax exemption, where your town or city, the county and your school district have not opted out. The exemption needs a system built before 1 January 2030 and form RP-487 filed with your assessor by the taxable status date (March 1 in most towns; your assessor confirms yours).

Not available for homes now: NY-Sun. As of September 2026 NYSERDA has no open NY-Sun block for homes in any utility territory. In its Upstate region the last standard residential block (Block 14, $0.15/W), for NYSEG, RG&E and National Grid territory, closed on 17 December 2025, and the Affordable Solar block for lower-income households closed on 9 March 2026. Check NYSERDA’s NY-Sun dashboard for a new one before counting on it.

Frequently Asked Questions

What decides whether solar works in Gloversville or Johnstown?

Usually the roof. Housing built for the old glove industry is largely late nineteenth and early twentieth century, so shingles with under roughly ten years of life left mean re-roofing comes first — and that second cost is not one local budgets plan for.

Can I claim the New York solar credit on a lake camp?

Only if it is your principal residence. Form IT-255 covers equipment installed and used at your principal residence in New York State, so a seasonal camp does not qualify.

Does the Adirondack Park affect the north of Fulton County?

Where a property lies inside the Park, private land sits under a land-use framework administered by the Park Agency alongside town rules. Whether it touches your project depends on classification and what is proposed — ask before design, especially for a ground mount.

What does National Grid charge a Fulton County solar customer?

The Customer Benefit Contribution at $0.97 per kW-month of DC system size for 2026, the lowest of the major New York utilities — about $58 a year on a 5 kW system and $93 on 8 kW.

Run the arithmetic on your own system

Check the dated program table and your arrangement before counting an incentive. Standard residential NY-Sun blocks are closed; Long Island Affordable Solar has a conditional income-verification route. The NY credit depends on qualified costs and tax liability, while the NYC abatement reduces future property-tax bills. The estimator keeps those timings separate.
