Solar Incentives in Tompkins County, NY
Tompkins has one of the most solar-engaged populations in New York and some of its most awkward topography. Both matter.
Tompkins County runs around the southern end of Cayuga Lake — Ithaca, Lansing, Dryden, Danby, Newfield, Caroline, Enfield, Ulysses and Trumansburg. ZIP codes here begin 148 and 130. It has an unusually engaged solar market for a county its size, and unusually difficult ground for it.
The southern horizon decides most projects
Steep hillsides, deep gorges, heavy tree cover and a lake that shapes local weather all interact with what a roof can actually produce. A house on the flats near the lake, one partway up East Hill and one on a wooded slope in Danby are three entirely different propositions, and no satellite estimate tells them apart reliably.
Insist on an on-site shading assessment and ask what the model assumes about December and January rather than only the annual total. In terrain like this two installers can differ substantially on the same roof, and one of them is wrong.
Ground mounts are the county’s real advantage
Tompkins properties frequently have open land, and a ground mount solves several constraints at once: orientation and tilt become yours to choose, roof age stops mattering, shading is avoided by siting rather than accepted, and maintenance and any snow clearing happen safely at ground level.
Ask for one to be quoted alongside the roof option rather than instead of it, and ask early what setbacks your town requires and what foundation depth is proposed — it must reach below the frost line.
NYSEG, and the question to ask early
Tompkins is NYSEG territory. The Customer Benefit Contribution — a monthly charge on the DC size of the system for anyone interconnecting on or after 1 January 2022 — is $1.19 per kW-month for 2026, about $9.52 a month on an 8 kW system, roughly $114 a year. Billed on capacity regardless of production and recalculated annually.
The county also has a high density of existing distributed generation for a rural area, which is exactly the condition where an interconnection application comes back needing a study or a distribution upgrade. Ask whether your installer checked hosting capacity for your circuit before designing the system, and settle in writing what happens to your deposit if an upgrade is required.
Permits: city and town are different
The City of Ithaca and the Town of Ithaca are separate authorities with separate processes, which catches people out. Lansing, Dryden, Danby, Newfield, Caroline, Enfield and Ulysses each run their own again. Confirm which covers your address and what it is currently running at.
Rental housing and ownership
Tompkins has a large rented housing stock. A system offsets whichever meter it is connected behind — so a landlord-side system offsets the landlord’s usage, not a tenant’s, even where the panels sit directly above the tenant’s apartment. Settle which meter the system serves before design work.
2026 incentives
The 30% federal residential credit has ended — section 25D was terminated for expenditures made after 31 December 2025, with an expenditure treated as made when the original installation is completed.
Still available: New York’s 25% credit capped at $5,000 on Form IT-255, which reaches leases and PPAs of ten years or more as well as purchases; the state sales tax exemption; and RPTL 487’s 15-year property tax exemption where your municipality, the county and your school district have not opted out. The RPTL 487 exemption is not automatic: file form RP-487 with your assessor by the taxable status date (March 1 in most towns; January 2 in Nassau towns; May 1 or June 1 in Westchester towns; set by charter in cities; usually January 1 in villages), and the system must be built before January 1, 2030 (RP-487 instructions).
NY-Sun is not on that list. As of September 2026 NYSERDA has no open NY-Sun block for homes in any utility territory: the last standard Upstate residential block (Block 14, $0.15/W, NYSEG, RG&E and National Grid territories) closed on 17 December 2025, and the income-qualified Upstate Residential Affordable Solar block ran from 18 December 2025 to 9 March 2026. Check NYSERDA's NY-Sun dashboard for a new one, and ask any installer whose quote deducts a NY-Sun incentive which open block it comes from.
Where a roof genuinely will not work, community solar operates in NYSEG territory, needs no roof or up-front cost, and its subscribers pay no Customer Benefit Contribution at all.
Frequently Asked Questions
Is Tompkins County terrain a problem for solar?
It can be. Steep hillsides, gorges and heavy tree cover mean the southern horizon varies enormously between properties, so an on-site shading assessment is essential rather than optional. A ground mount is often viable where a roof is not.
Should I ask about hosting capacity in Tompkins County?
Yes. The county has a high density of distributed generation for a rural area, which is exactly the condition where a NYSEG application comes back needing a study or a distribution upgrade. Ask whether it was checked before design.
Who issues a solar permit in Tompkins County?
The City of Ithaca and the Town of Ithaca are separate authorities with separate processes, and Lansing, Dryden, Danby, Newfield, Caroline, Enfield and Ulysses each run their own. Confirm which covers your address.
Does a landlord's solar help a Tompkins County tenant?
Only if the tenant is on the meter the system is connected behind. A landlord-side system offsets the landlord's usage even where the panels sit directly above the tenant's apartment.

Independent New York solar research. We summarise NYSERDA, NY-Sun and federal programme rules from published sources and state plainly when a figure is an estimate. We are not a government agency and do not sell equipment.
Run the arithmetic on your own system
Check the dated program table and your arrangement before counting an incentive. Standard residential NY-Sun blocks are closed; Long Island Affordable Solar has a conditional income-verification route. The NY credit depends on qualified costs and tax liability, while the NYC abatement reduces future property-tax bills. The estimator keeps those timings separate.
