Solar Incentives in Delaware County, NY

Delaware County holds two of New York City's reservoirs, and that adds a review step to ground-mounted solar that nowhere else has.

Delaware County covers the western Catskills — Delhi, Walton, Sidney, Margaretville, Andes, Hancock, Stamford. ZIP codes here begin 137, 138 and 124. It is hill country, thinly populated, and it holds the Cannonsville and Pepacton reservoirs, which supply New York City.

The watershed adds a step for ground mounts

Much of the county sits within the New York City watershed, where land disturbance — excavation, new impervious surface, work near a stream — can carry additional review beyond your town’s ordinary building permit.

For a rooftop array this rarely arises. For a ground mount, which means foundations, a trench and a cleared area, it is worth asking about early: which authority reviews it, and does the watershed status add a step or a condition. Discovering that after signing turns a schedule into a problem, and in a county where ground mounts are otherwise an obvious answer it is the one local complication worth knowing before you plan around them.

Hill country shading

Steep valleys and heavy hardwood cover mean the southern horizon varies enormously between properties a mile apart. The low winter sun is what makes a ridge matter: an obstruction irrelevant in July removes hours of December production.

Insist on an on-site shading assessment rather than a satellite estimate, and ask what the model assumes about December and January rather than only the annual total.

NYSEG and rural circuits

Delaware is NYSEG territory. Long feeders serving very few customers are exactly where an interconnection application comes back requiring a study or a distribution upgrade.

Ask whether the installer checked hosting capacity for your circuit before designing, and settle two things in writing: when the application will be filed — before installation — and what happens to your deposit if a study or upgrade is required.

The Customer Benefit Contribution on NYSEG is $1.19 per kW-month of DC system size for 2026, about $9.52 a month on an 8 kW system, roughly $114 a year. Billed on capacity regardless of production and recalculated annually.

Housing, roofs and snow

Housing here is old and often heated with a mix that includes electric supplementary heat, which pushes winter consumption well above what a template assumes — get twelve months of actual usage before accepting a design.

Roof age is the usual gate: under roughly ten years of shingle life left means re-roof first. Catskill snow load is real, so ask what load the racking is specified for, whether snow guards are needed where the array discharges, and what snow-cover assumption is in the production estimate.

2026 incentives

The 30% federal residential credit is gone. Section 25D was terminated for expenditures made after 31 December 2025, with an expenditure treated as made when the original installation is completed.

Still available: New York’s 25% credit capped at $5,000 on Form IT-255, non-refundable but carried forward five years and reaching leases and PPAs of ten years or more as well as purchases; the state sales tax exemption; and RPTL 487’s 15-year property tax exemption where your town, the county and your school district have not opted out — in a county of very small towns, check all three. The RPTL 487 exemption is not automatic: file form RP-487 with your assessor by the taxable status date (March 1 in most towns; January 2 in Nassau towns; May 1 or June 1 in Westchester towns; set by charter in cities; usually January 1 in villages), and the system must be built before January 1, 2030 (RP-487 instructions).

NY-Sun is not on that list. As of September 2026 NYSERDA has no open NY-Sun block for homes in any utility territory; check NYSERDA’s NY-Sun dashboard for a new one. The last standard upstate residential block (Block 14, $0.15/W, NYSEG, RG&E and National Grid territories) closed on 17 December 2025, and the upstate Affordable Solar block for income-qualified households closed on 9 March 2026.

Frequently Asked Questions

Does the New York City watershed affect solar in Delaware County?

Rarely for a rooftop array. For a ground mount, which means foundations, a trench and cleared ground, land disturbance in watershed areas can carry additional review. Ask early which authority reviews it and whether the watershed status adds a step.

Is shading a problem in the western Catskills?

Frequently. Steep valleys and heavy hardwood cover mean the southern horizon varies enormously between nearby properties, and the low winter sun blocks December production that a summer assessment will not show.

Can a rural Delaware County interconnection be refused?

An application can come back requiring a study or a distribution upgrade on a long feeder serving few customers, which describes most of this county. Ask whether hosting capacity was checked for your circuit before design.

What does NYSEG charge a Delaware County solar customer?

The Customer Benefit Contribution at $1.19 per kW-month of DC system size for 2026 — about $9.52 a month, roughly $114 a year, on an 8 kW system.

Run the arithmetic on your own system

Check the dated program table and your arrangement before counting an incentive. Standard residential NY-Sun blocks are closed; Long Island Affordable Solar has a conditional income-verification route. The NY credit depends on qualified costs and tax liability, while the NYC abatement reduces future property-tax bills. The estimator keeps those timings separate.
