Solar Panel Installation in Ossining, NY

Ossining is split between a village and a town, built on a slope, and heavily treed. All three shape a solar project here.

Ossining sits on the east bank of the Hudson in northern Westchester, and it is two municipalities: the Village of Ossining and the Town of Ossining, which also contains the Village of Briarcliff Manor. ZIP codes here begin 105. Which one covers your address is the first thing to establish.

Village or town

The village and the town run separate building departments with separate requirements and turnarounds, and Briarcliff Manor runs its own again. Two houses a mile apart can face different processes. Ask which authority issues your permit and what it is currently running at, based on your installer’s own recent work there.

Parts of the village carry historic character and architectural review may apply, which sits ahead of the building permit in the queue.

Slope and trees

Ossining is built on ground that falls steeply toward the river, and northern Westchester is heavily wooded with mature oaks and maples. Both matter more in December than in June, because the low winter sun is what obstructions block.

  • Insist on an on-site shading assessment, not a satellite estimate. Two installers can differ substantially on annual production for the same roof in this terrain.
  • Ask what the model assumes about winter.
  • Treat tree removal as a decision, not an assumption folded into a production estimate. It has real cost, sometimes a municipal permit, and a permanent effect on the property.

Access and staging on a sloped lot takes longer than on a flat one, and labour reflects that.

Con Edison

Phase One net metering credits exports at the full retail rate — high in Westchester — and holds for 20 years from interconnection.

The Customer Benefit Contribution is $1.29 per kW-month of DC system size for 2026. An 8 kW system pays about $10.32 a month, roughly $124 a year; a 12 kW system about $186 a year. Billed on capacity regardless of production and recalculated annually.

Roof age

Under roughly ten years of shingle life left means re-roof before installing. Removing and reinstalling an array later costs considerably more than mounting on a bare roof, and a leak under an array is a far more expensive problem than one on open shingles. Get the roof assessed by someone who is not selling you panels.

2026 incentives

The 30% federal residential credit is gone. Section 25D was terminated for expenditures made after 31 December 2025, and an expenditure counts as made when the original installation is completed rather than when the system is placed in service.

Still available: New York’s 25% credit capped at $5,000 on Form IT-255, which reaches leases and PPAs of ten years or more as well as purchases; the state sales tax exemption; and RPTL 487’s 15-year property tax exemption where the village or town, Westchester County and your school district have not opted out. The RPTL 487 exemption is not automatic: file form RP-487 with your assessor by the taxable status date (March 1 in most towns; January 2 in Nassau towns; May 1 or June 1 in Westchester towns; set by charter in cities; usually January 1 in villages), and the system must be built before January 1, 2030 (RP-487 instructions). Check the school district too — it decides for its own levy. NY-Sun is not on that list: as of September 2026 NYSERDA has no open NY-Sun block for homes in any utility territory. Check NYSERDA’s NY-Sun dashboard for a new one.

Five questions worth asking here

  • Village or Town of Ossining — and is it Briarcliff Manor? What is that authority running at?
  • Was the shading assessment done on site, and what does it assume about December?
  • Is any tree work being assumed in the production estimate?
  • What has my school district done about the RPTL 487 exemption?
  • Does the net-cost figure contain any federal credit? It should not.

The third question is the one people forget to ask. A production estimate that quietly assumes a tree comes down is not an estimate for the property as it stands.

Frequently Asked Questions

Who issues a solar permit in Ossining?

Either the Village of Ossining or the Town of Ossining, which are separate authorities with separate building departments — and Briarcliff Manor, within the town, runs its own again. Establish which covers your address first.

How much does shading matter in northern Westchester?

A great deal, and more in December than June because the low winter sun is what obstructions block. Mature oaks and maples on sloped lots mean two installers can differ substantially on annual production for the same roof.

Should I remove trees to install solar?

It is a decision with real cost, sometimes a municipal permit, and a permanent effect on the property. It should be presented to you as a choice, not quietly assumed into an installer's production estimate.

Does solar increase property tax in Ossining?

RPTL 487 exempts the added value for 15 years where the municipality has not opted out, but the village or town, the county and the school district each decide for their own levy.

Run the arithmetic on your own system

Check the dated program table and your arrangement before counting an incentive. Standard residential NY-Sun blocks are closed; Long Island Affordable Solar has a conditional income-verification route. The NY credit depends on qualified costs and tax liability, while the NYC abatement reduces future property-tax bills. The estimator keeps those timings separate.
