Solar Panel Installation in Elmont, NY

Elmont is unincorporated, so the Town of Hempstead is the permitting authority. In a two-family house the meter, not the roof, decides who the panels actually help.

A two family brick and shingle house with rooftop solar panels on a dense residential street in western Nassau County Long Island

Elmont is an unincorporated hamlet in the Town of Hempstead, in western Nassau County against the Queens border, ZIP code 11003. It is dense, post-war and heavily two-family, and each of those three facts changes the project in a way a generic New York solar guide never covers.

Unincorporated means the town permits it

Elmont is not an incorporated village, so there is no village building department. The Town of Hempstead is the authority that issues the building permit and the electrical inspection.

That is worth stating plainly, because the surrounding area is full of villages that do run their own departments — Floral Park, Stewart Manor and New Hyde Park among them — and an installer who works mostly a few streets away may file in the wrong place. Ask which authority they intend to file with before you sign, and confirm the parcel rather than the mailing address.

The meter question comes before the roof

Elmont has a substantial two-family and rented housing stock, and there a system offsets only the meter it is connected behind. Panels above a tenant’s apartment do nothing for that tenant’s bill if the array is wired behind the owner’s meter — they offset hallway lighting, the boiler and the common areas instead.

So establish, before a design is drawn:

  • How many meters serve the building, and which one the array will sit behind.
  • Whose consumption that meter actually carries, and whether it matches the bill you are trying to reduce.
  • Whether the owner or the occupant is the customer of record, since New York’s 25% credit requires the taxpayer’s principal residence — a let property does not qualify for it.

Where the meter and the bill do not line up, a subscription to community solar sidesteps the building altogether. It attaches to the electricity account rather than to the roof, so a tenant can hold one in their own name, nothing is paid up front, and no Customer Benefit Contribution is charged on it.

Two school levies, and the exemption to check first

RPTL 487 gives a 15-year property tax exemption on the added value of the system where the taxing authority has not opted out, and the opt-out belongs separately to a county, town or village by local law and to a school district by resolution.

In this part of Nassau a parcel is commonly served by an elementary school district and by a separate central high school district covering several communities, so there can be two school levies on the bill and two resolutions to check. School taxes are the largest single share of a Nassau tax bill, which makes the districts the first place to look rather than the last. The full list here is the Town of Hempstead, Nassau County, and each school district on your bill. Section 487 also requires construction before 1 January 2030.

Post-war housing: service and roof

100 amp service is common in Elmont’s post-war housing, and fitting a solar breaker can require a panel upgrade or a line-side tap. In a two-family house there may also be more than one panel to look at. Ask what your service is and whether the busbar has room, and get the answer in the quote rather than as a change order after contract.

Roofs here are modest, which means fire-access pathways and setbacks take proportionally more of the usable plane, and a dormer or a chimney removes a larger share of the capacity than it would on a big suburban roof. Ask what limited the system size. If the answer is roof area rather than your consumption, that is worth knowing before you judge the quote. On roof age the usual gate applies: under roughly ten years of shingle life left means re-roof first.

PSEG Long Island

Interconnect on or after 1 January 2022 and you owe the Customer Benefit Contribution every month, calculated from the DC size of the array rather than from anything it produces. The 2026 PSEG Long Island residential rate is $1.13 per kW-month, so a 3 kW system on a small roof runs to $3.39 a month, about $41 a year, and an 8 kW system to $9.04, about $108. It is re-set annually rather than fixed at interconnection. Phase One net metering credits exports at the full retail rate and holds for 20 years from interconnection. Confirm the utility on your own bill: most of Nassau is PSEG Long Island, but Freeport and Rockville Centre run their own municipal electric utilities, outside Public Service Commission jurisdiction and outside all of the above.

2026 incentives

The 30% federal credit ended with 2025. Section 25D reaches no expenditure made after 31 December 2025, and the expenditure is dated to the day the original installation is completed. A 2026 quote carrying that line is wrong, and so is every total printed underneath it.

One incentive you may read about for Elmont households is not available now: Affordable Solar. It was a NYSERDA adder that increased the NY-Sun incentive for income-qualified households, and it reached you as a reduction in the contract price rather than as anything you claimed on a tax return. NY-Sun itself, also applied by the contractor, has had no open residential block on Long Island since 17 April 2016. As of September 2026 NYSERDA has no open NY-Sun block for homes in any utility territory, the income-qualified blocks included; check NYSERDA’s NY-Sun dashboard for a new one. If a quote shows an Affordable Solar or NY-Sun reduction, ask which open block it relies on.

What does apply: New York’s 25% credit capped at $5,000 on Form IT-255, limited by your actual state tax liability with a five-year carry-forward, available at a principal residence and reaching leases and power purchase agreements of ten years or more; the state sales tax exemption; and RPTL 487 subject to the opt-out checks above. Every one of these can be changed by the body that runs it, so confirm the current position with NYSERDA and the NY Department of Taxation and Finance before signing.

Frequently Asked Questions

Who issues a solar permit in Elmont?

The Town of Hempstead. Elmont is unincorporated, so there is no village building department — but neighbouring Floral Park, Stewart Manor and New Hyde Park are villages that run their own, so confirm the parcel rather than the mailing address.

Do panels on a two-family house help the tenant?

Only if the array is wired behind the tenant's meter. A system offsets the meter it sits behind, so an owner-side array reaches hallway lighting, the boiler and common areas instead. Community solar reaches whoever actually pays the bill.

How many school districts do I check for the exemption?

Every one that appears on your tax bill. A parcel here is commonly in an elementary district and a separate central high school district, so there can be two RPTL 487 resolutions to check — and school taxes are the largest share of the bill.

What was Affordable Solar, and can I still get it?

It was a NYSERDA adder that increased the NY-Sun incentive for income-qualified households, applied by the contractor as a price reduction. It is not available now: as of September 2026 NYSERDA has no open NY-Sun block for homes in any utility territory, the income-qualified blocks included; check NYSERDA’s NY-Sun dashboard for a new one.

Run the arithmetic on your own system

Check the dated program table and your arrangement before counting an incentive. Standard residential NY-Sun blocks are closed; Long Island Affordable Solar has a conditional income-verification route. The NY credit depends on qualified costs and tax liability, while the NYC abatement reduces future property-tax bills. The estimator keeps those timings separate.
