Solar Incentives in Liverpool, NY

A compact early twentieth century village house with rooftop solar panels near a large lake shore north of Syracuse in central New York

Liverpool is a village on the north shore of Onondaga Lake, inside the Town of Salina, Onondaga County. ZIP codes 13088 and 13090. This page sets out what a household here can actually claim in 2026, which NYSERDA incentives have closed, and the extra property tax question a village address creates.

First, the line that should not be on your quote

The 30% federal residential credit no longer exists. Section 25D was terminated for expenditures made after 31 December 2025, and the statute treats the expenditure as made when the original installation is completed rather than when the system is switched on. There is no phase-down and no transition for a 2026 buyer, so if a proposal in front of you still carries that line the bottom figure is wrong and so is every number built on it. Check that before you read anything else on this page.

Affordable Solar and NY-Sun have closed for homes

NYSERDA’s Affordable Solar block raised the NY-Sun incentive for lower-income households, and it was applied by the contractor as a reduction in price rather than claimed on your tax return. The upstate Affordable Solar block ran from 18 December 2025 to 9 March 2026 and is closed. With the federal credit gone, what a modest household here can still claim is the state credit, the sales tax exemption and RPTL 487 set out below, or community solar where the roof will not work.

NY-Sun itself worked the same way, as a price reduction rather than a cheque, stepping down as each regional megawatt block filled; the last standard upstate residential block (Block 14, $0.15/W, NYSEG, RG&E and National Grid territories) closed on 17 December 2025. As of September 2026 NYSERDA has no open NY-Sun block for homes in any utility territory; check NYSERDA’s NY-Sun dashboard for a new one. If a quote still shows a NY-Sun line, ask which open block it comes from.

The state credit, and who it reaches

New York’s solar energy system equipment credit is 25% of qualified expenditure, capped at $5,000, claimed on Form IT-255. Three conditions decide whether it reaches you:

  • the system must serve your principal residence in New York, so a seasonal place, a second home or a property you let out does not qualify;
  • it covers a purchase, a lease of ten years or more, or a power purchase agreement of ten years or more, and that ten-year floor applies to the lease as well as the agreement, so a five- or seven-year lease sits outside it;
  • it is limited by your actual New York State tax liability and is not refundable, though what you cannot use carries forward for up to five years.

Four property tax bodies, not three

RPTL 487 exempts the added value of a solar system from real property tax for 15 years, but only where the taxing body has not opted out, and that right belongs separately to a county, a city, a town or a village by local law and to a school district by resolution. A parcel inside the Village of Liverpool is taxed at four levels, so there are four questions to put to the assessor by name: the Village of Liverpool, the Town of Salina, Onondaga County and your school district. The last of those is live here in a way it is not a few miles south, because the Syracuse City School District is one of New York’s five fiscally dependent big-city districts and levies no separate property tax, so inside the city there is nothing to ask. Liverpool is not inside the city. Section 487 also requires construction before 1 January 2030.

The state sales tax exemption on residential solar equipment applies as well, and localities may separately elect to exempt their local share, so ask for the tax treatment to be itemised rather than buried in a single figure.

What the utility charges, and the option with no charge at all

Most of this area is on National Grid, though only your own bill proves it. Its Customer Benefit Contribution is $0.97 per kW-month of DC system size for 2026, the lowest residential rate of the seven utilities on the statewide table, and it applies to systems interconnected on or after 1 January 2022:

  • 4 kW: $3.88 a month, about $47 a year.
  • 6 kW: $5.82 a month, about $70 a year.

It follows capacity rather than production and is recalculated annually. Community solar subscribers pay none of it, and that matters more here than the arithmetic suggests. The village is compact older housing with a real share of two-family and rented properties, and a rooftop system offsets only the meter it sits behind: panels above a tenant’s apartment do nothing for the tenant’s bill. Community solar needs no roof, no up-front cost and no meter of your own, which makes it the incentive that actually reaches the household at a good many Liverpool addresses.

Checking it yourself

Programme terms move. The NY-Sun residential blocks have closed, the Customer Benefit Contribution is reset annually, and section 487 has an end date. Confirm the current position with NYSERDA and with the New York State Department of Taxation and Finance, and put the RPTL 487 question to your village or town assessor directly rather than relying on a summary in a sales document.

Frequently Asked Questions

Is the federal solar tax credit still available in Liverpool?

No. Section 25D was terminated for expenditures made after 31 December 2025, and an expenditure counts as made when the original installation is completed. A 2026 proposal still showing a 30% federal line is materially wrong.

Can Liverpool households still get NY-Sun or Affordable Solar?

Not as of September 2026. The last standard upstate residential NY-Sun block (Block 14, $0.15/W, NYSEG, RG&E and National Grid territories) closed on 17 December 2025 and the upstate Affordable Solar block on 9 March 2026, and NYSERDA has no open NY-Sun block for homes in any utility territory; check NYSERDA's NY-Sun dashboard for a new one.

How many property tax authorities do I have to check?

Four for a parcel inside the village: the Village of Liverpool, the Town of Salina, Onondaga County and your school district. Each can opt out of RPTL 487 separately, so ask about all four by name.

What if I rent, or my roof will not work?

Community solar reaches the person paying the bill, with no roof, no up-front cost and no Customer Benefit Contribution at all. A rooftop array offsets only the meter it sits behind, so a landlord's panels do nothing for a tenant's account.

How these guides are produced

Run the arithmetic on your own system

Check the dated program table and your arrangement before counting an incentive. Standard residential NY-Sun blocks are closed; Long Island Affordable Solar has a conditional income-verification route. The NY credit depends on qualified costs and tax liability, while the NYC abatement reduces future property-tax bills. The estimator keeps those timings separate.
