New Rochelle runs from Long Island Sound up to the Scarsdale line, and it contains three quite different housing markets in one city: a dense, largely apartment-based downtown, older detached housing through the middle, and larger wooded properties in the north end. ZIP codes here begin 108. Con Edison serves all of it.

Why the economics work

Phase One net metering credits every exported kilowatt-hour at the full retail rate, and Con Edison’s Westchester rate is high by national standards. That is what makes solar pay here — each unit your roof exports is worth more than the same unit upstate. A system interconnected today holds that treatment for 20 years.

The charge that is not in the proposal

The Customer Benefit Contribution is a monthly charge on the DC size of your system for anyone interconnecting on or after 1 January 2022. Con Edison’s 2026 residential rate is $1.29 per kW-month: about $10.32 a month on an 8 kW system, roughly $124 a year. It is billed on capacity regardless of production and recalculated annually rather than fixed at interconnection.

Which New Rochelle you live in

  • The north end. Larger houses, larger consumption, larger systems — and mature trees. Shading is usually the binding constraint, and an on-site shading assessment matters more than any equipment choice.
  • The middle. Older detached housing on modest lots, frequently with complicated roof planes — dormers, additions, hips. An array split across planes needs module-level electronics so the orientations do not drag on each other.
  • Downtown and the waterfront. Largely multi-family. If you own a two-family or a small apartment building, the system offsets whichever meter it is connected behind — and if tenants pay their own electricity, that is not their meter. Settle which meter the system serves before any design work.

The sequence

  1. Twelve months of Con Edison usage, an on-site shading assessment, roof condition and structure.
  2. Interconnection application to Con Edison, before installation.
  3. City of New Rochelle building permit and electrical filing.
  4. Installation, then electrical inspection.
  5. Certificate to Con Edison, meter exchange, permission to operate. The system may not run before PTO.

Most delay in Westchester is municipal rather than utility. Ask your installer what the City of New Rochelle is currently running at, based on their own recent projects.

Roof age

Under roughly ten years of shingle life left means re-roof first: removing and reinstalling an array later costs considerably more than mounting on a bare roof, and a leak under an array is an expensive conversation.

2026 incentives

The 30% federal residential credit has ended. Section 25D was terminated for expenditures made after 31 December 2025, with an expenditure treated as made when the original installation is completed — not when the system is placed in service.

Still available: New York’s 25% credit capped at $5,000 on Form IT-255, which reaches leases and PPAs of ten years or more as well as purchases; the state sales tax exemption, though New Rochelle has not adopted the local exemption, so its 2.5% city sales tax is still added (Publication 718-S); and RPTL 487’s 15-year property tax exemption where the city, Westchester County and your school district have not opted out, claimed by filing form RP-487 with the city assessor by the taxable status date the city charter sets. Check the school district too — it decides for its own levy.

NY-Sun is not on that list. As of September 2026 NYSERDA has no open NY-Sun block for homes in any utility territory. In Con Edison’s territory the last standard residential block ($0.15 per watt) closed on 29 May 2025 and the Affordable Solar round closed on 15 October 2025, so a New Rochelle quote should not show a NY-Sun discount. Check NYSERDA’s NY-Sun dashboard for a new one.

Frequently Asked Questions

Which utility connects solar in New Rochelle?

Con Edison, which serves all of New Rochelle. Its 2026 residential Customer Benefit Contribution is $1.29 per kW-month of DC system size — about $124 a year on an 8 kW system.

Can I install solar on a two-family house in New Rochelle?

Yes, but the system offsets only the meter it is connected behind. If tenants pay their own electricity, an owner-side system offsets the owner's usage rather than theirs. Settle which meter the system serves before design work begins.

Is tree shading a problem in New Rochelle?

In the north end particularly, where larger wooded lots mean mature trees casting long shadows at the low winter sun angle. An on-site shading assessment matters more than any equipment choice.

Does solar raise property taxes in New Rochelle?

RPTL 487 exempts the added value for 15 years where the municipality has not opted out, but the city, Westchester County and the school district each decide for their own levy. Check the school district first.

Run the arithmetic on your own system

Check the dated program table and your arrangement before counting an incentive. Standard residential NY-Sun blocks are closed; Long Island Affordable Solar has a conditional income-verification route. The NY credit depends on qualified costs and tax liability, while the NYC abatement reduces future property-tax bills. The estimator keeps those timings separate.
