Nyack sits on the west bank of the Hudson in Rockland County, a cluster of villages on a slope below the Palisades. ZIP code 10960. Its housing is old, its terrain is steep, and its utility, Orange & Rockland, has the second-lowest residential solar charge of the major New York utilities ($1.00 per kW-month in 2026, after National Grid’s $0.97).

Which village issues your permit

The area is a set of incorporated villages — Nyack, South Nyack, Upper Nyack and Grand View-on-Hudson — each issuing its own permits, alongside the Town of Orangetown for unincorporated areas. Establish which covers your address before anything else.

Several carry historic character where architectural review may apply, ahead of the building permit and capable of restricting street-visible placement. Design for approval: a rear or secondary plane, all-black modules with black frames, flush mounting, concealed conduit.

Slope and trees

Streets climb steeply from the river and the hillside is well wooded. The southern horizon varies enormously between properties a short distance apart, and the low December sun is what makes an obstruction decisive.

Insist on an on-site shading assessment and ask what the model assumes about December and January. Access and staging on a steep lot also takes longer than on a flat one, and labour reflects that.

Older housing

Nyack’s housing skews old, much of it nineteenth century. Roof age is frequently the gate: under roughly ten years of shingle life left means re-roof first. Older wood-frame roofs draw a structural engineer’s letter more often, and slate is not rare — ask what the installer has mounted on your roof type before.

The Palisades and the western horizon

The Palisades ridge rises behind the villages on the western side. A ridge due west does not touch the middle of the day, where most annual production sits, but it shortens the afternoon — and on a property tucked close beneath it the effect is larger in winter than a summer site visit will suggest.

That is the specific reason to ask for December and January figures rather than an annual total. Two Nyack properties with identical roofs can differ substantially on the winter months alone, and the winter months are when the net metering credit bank built up over the summer is being drawn down.

Orange & Rockland: a low charge and a clean number

The Customer Benefit Contribution — a monthly charge on the DC size of the system for anyone interconnecting on or after 1 January 2022 — is $1.00 per kW-month for 2026, near the bottom of the state range and pleasantly easy to calculate:

  • A 6 kW system: $6.00 a month, $72 a year.
  • An 8 kW system: $8.00 a month, $96 a year.

Billed on capacity regardless of production and recalculated annually. Phase One net metering credits exports at the full retail rate and holds for 20 years from interconnection.

Property tax has four levels here

RPTL 487 exempts the added value of the system for 15 years where the municipality has not opted out — but in Rockland the village, the town, the county and the school district each decide for their own levy. In a county with this many villages, the village level is the one most often forgotten. Check all four for your address.

2026 incentives

The 30% federal residential credit is gone — section 25D was terminated for expenditures made after 31 December 2025, with an expenditure treated as made when the original installation is completed.

Still available: New York’s 25% credit capped at $5,000 on Form IT-255, reaching leases and PPAs of ten years or more as well as purchases; the state sales tax exemption; and RPTL 487 subject to the four-level check above, once you file form RP-487 with each assessor for your address by its taxable status date. NY-Sun is not on that list, and neither is its income-qualified Affordable Solar track: as of September 2026 NYSERDA has no open NY-Sun block for homes in any utility territory, Affordable Solar included; check NYSERDA’s NY-Sun dashboard for a new one.

Frequently Asked Questions

Which village issues a solar permit in Nyack?

Nyack, South Nyack, Upper Nyack and Grand View-on-Hudson each issue their own, alongside the Town of Orangetown for unincorporated areas. Establish which covers your address before anything else.

What does Orange & Rockland charge a solar customer?

The Customer Benefit Contribution at $1.00 per kW-month of DC system size for 2026, near the bottom of the state range — $6 a month on a 6 kW system, $8 a month on 8 kW.

How many levels of property tax exemption should I check?

Four. In Rockland the village, the town, the county and the school district each decide separately whether to opt out of RPTL 487, and in a county with this many villages the village level is the one most often forgotten.

Do the Hudson slopes affect solar in Nyack?

Yes. Steep wooded hillsides mean the southern horizon varies enormously between nearby properties, and access and staging on a steep lot takes longer than on a flat one, which shows in the labour cost.

Run the arithmetic on your own system

Check the dated program table and your arrangement before counting an incentive. Standard residential NY-Sun blocks are closed; Long Island Affordable Solar has a conditional income-verification route. The NY credit depends on qualified costs and tax liability, while the NYC abatement reduces future property-tax bills. The estimator keeps those timings separate.
