A nineteenth century brick house with rooftop solar panels near the Erie Canal locks in Lockport New York, historic streetscape

Lockport sits in Niagara County where the Erie Canal steps up the escarpment. ZIP codes here begin 140. It is an old canal town, and its housing stock is old with it — which is what decides most solar projects here.

Roof age is the gate

A good deal of Lockport’s housing is nineteenth or early twentieth century. Solar modules last decades; asphalt shingles do not. If your shingles have under roughly ten years of life left, replace the roof before installing — removing and reinstalling an array later costs considerably more than mounting on a bare roof, and on the household budgets typical here that second cost is not one anyone plans for.

Older wood-frame roofs also draw a structural engineer’s letter more often than newer construction, and slate roofs — not rare on the older houses here — need a mounting approach not every installer is equipped for. Ask what they have installed on your roof type and for photographs of it.

Historic character

Parts of the city carry historic character and architectural review may apply, which sits ahead of the building permit and can restrict street-visible placement. Establish whether your property is affected before signing rather than after.

Design for approval: a rear or secondary roof plane, all-black modules with black frames, flush mounting where the roof allows, concealed conduit.

Lake-effect snow

Niagara County sits in the snow belt. Ask what load the racking is specified for and who verified the roof can carry it, whether snow guards are needed where the array discharges, and what snow-cover assumption is in the production estimate — a model without one overstates the annual figure.

Panels shed faster than the shingles around them and the lost days fall in the weakest production months.

National Grid

The Customer Benefit Contribution is $0.97 per kW-month of DC system size for 2026, the lowest of the major New York utilities — about $4.85 a month on a 5 kW system, roughly $58 a year, or $70 on 6 kW. Billed on capacity regardless of production and recalculated annually. Confirm your utility from your own bill.

The sequence

  1. Twelve months of usage, an on-site shading assessment, roof condition and structure.
  2. Any historic or architectural review.
  3. Interconnection application, before installation.
  4. City of Lockport or Town of Lockport building permit — they are separate authorities, so establish which covers your address.
  5. Installation, then electrical inspection.
  6. Certificate to the utility, meter exchange, permission to operate.

2026 incentives

The 30% federal residential credit is gone — section 25D was terminated for expenditures made after 31 December 2025, with an expenditure treated as made when the original installation is completed. On a tight budget a quote still showing it overstates the net cost by thousands.

Still available:

  • New York’s 25% credit, capped at $5,000, on Form IT-255 — non-refundable but carried forward five years, which matters where tax liability is modest.
  • The state sales tax exemption on residential solar equipment.
  • RPTL 487, the 15-year property tax exemption, where the city or town, Niagara County and your school district have not opted out. The RPTL 487 exemption is not automatic: file form RP-487 with your assessor by the taxable status date (March 1 in most towns; January 2 in Nassau towns; May 1 or June 1 in Westchester towns; set by charter in cities; usually January 1 in villages), and the system must be built before January 1, 2030 (RP-487 instructions).

NY-Sun is not on that list. The last standard Upstate residential block (Block 14, $0.15/W, NYSEG, RG&E and National Grid territories) closed on 17 December 2025 and the Upstate Affordable Solar track for lower-income households on 9 March 2026; as of September 2026 NYSERDA has no open NY-Sun block for homes in any utility territory. Check NYSERDA’s NY-Sun dashboard for a new one.

Where the roof must come first, community solar needs no roof, no equipment and no up-front cost, and its subscribers pay no Customer Benefit Contribution.

Frequently Asked Questions

Who issues a solar permit in Lockport?

The City of Lockport and the Town of Lockport are separate authorities with their own building departments. Establish which covers your address before anything else, and check whether historic review applies.

Can solar go on a slate roof in Lockport?

Yes, but slate needs a mounting approach not every installer is equipped for. Ask what they have installed on that roof type before and for photographs of it.

What decides whether solar works in Lockport?

Usually roof age. A good deal of the housing is nineteenth or early twentieth century, so shingles with under roughly ten years of life left mean re-roofing comes first — and that second cost is not one local budgets plan for.

What extra help exists for lower-income households here?

None from NY-Sun at the moment. NYSERDA's Affordable Solar track paid lower-income households a higher per-watt rate, but the Upstate track closed on 9 March 2026, and as of September 2026 NYSERDA has no open NY-Sun block for homes in any utility territory. Check NYSERDA's NY-Sun dashboard for a new one; the state credit still applies and carries forward five years where tax liability is modest. What NYSERDA does offer now is Statewide Solar for All: households enrolled in their utility's Energy Assistance Program (EAP) get a monthly community-solar credit on their electric bill, with no upfront cost or fees, and enrolment in EAP enrolls you automatically.

How these guides are produced

Run the arithmetic on your own system

Check the dated program table and your arrangement before counting an incentive. Standard residential NY-Sun blocks are closed; Long Island Affordable Solar has a conditional income-verification route. The NY credit depends on qualified costs and tax liability, while the NYC abatement reduces future property-tax bills. The estimator keeps those timings separate.
