Ontario County sits in the Finger Lakes — Canandaigua, Geneva, Victor, Farmington, Phelps, Naples and the vineyard country around Canandaigua and Seneca lakes. ZIP codes here begin 144 and 145. It is agricultural, hilly in parts, and sits across a utility boundary.

Check which utility is on your bill

Ontario County is not uniformly served by one company — RG&E and NYSEG both appear, and the boundary does not follow town lines cleanly. The difference is not trivial:

  • RG&E — 2026 residential Customer Benefit Contribution of $1.31 per kW-month. An 8 kW system pays about $126 a year.
  • NYSEG — $1.19 per kW-month. The same system pays about $114 a year.

Both are charged on DC system size regardless of production, apply to systems interconnected on or after 1 January 2022, and are recalculated annually rather than fixed. Read the name printed on your own bill rather than accepting an installer’s assumption.

Finger Lakes terrain

The land here rolls, and the lakes cut through it. Shading varies enormously between a property on open farmland and one on a wooded slope above a lake, and the low winter sun is what makes the difference visible in December rather than July.

Insist on an on-site shading assessment and ask what the production model assumes about winter specifically.

Land, ground mounts and lease offers

Ontario County has open land, which means two quite different conversations.

A ground mount for your own use removes the roof-age question, lets orientation and tilt be chosen, solves shading by siting, and puts maintenance and snow clearing at ground level. Ask for it to be quoted alongside the roof option, and ask early about setbacks and foundation depth below the frost line.

Leasing ground to a developer is something else entirely — a decades-long agreement whose terms on decommissioning security, rent escalation, access routes, drainage and tile, the option period and agricultural assessment matter far more than the headline rent. Take your own attorney rather than the developer’s paperwork.

And if you farm here, note that a project to offset the farm’s own consumption sits on the business side of the tax code, where the investment tax credit and depreciation did not follow the residential credit into repeal at the end of 2025. That is a live question for your accountant with your own figures.

Snow and roofs

Finger Lakes snow load is real though moderate by upstate standards, and racking must be specified for it. Roof age is the usual gate: under roughly ten years of shingle life left means re-roof first, because removing and reinstalling an array later costs considerably more than mounting on a bare roof.

2026 incentives

The 30% federal residential credit has ended — section 25D was terminated for expenditures made after 31 December 2025, with an expenditure treated as made when the original installation is completed.

Still available: New York’s 25% credit capped at $5,000 on Form IT-255, which reaches leases and PPAs of ten years or more as well as purchases; the state sales tax exemption; and RPTL 487’s 15-year property tax exemption where your town or city, the county and your school district have not opted out. The RPTL 487 exemption is not automatic: file form RP-487 with your assessor by the taxable status date (March 1 in most towns; January 2 in Nassau towns; May 1 or June 1 in Westchester towns; set by charter in cities; usually January 1 in villages), and the system must be built before January 1, 2030 (RP-487 instructions).

NY-Sun is not on that list. As of September 2026 NYSERDA has no open NY-Sun block for homes in any utility territory: the last standard Upstate residential block (Block 14, $0.15/W, NYSEG, RG&E and National Grid territories) closed on 17 December 2025, and the income-qualified Upstate Residential Affordable Solar block ran from 18 December 2025 to 9 March 2026. Check NYSERDA's NY-Sun dashboard for a new one, and ask any installer whose quote deducts a NY-Sun incentive which open block it comes from.

Frequently Asked Questions

Which utility serves Ontario County for solar?

Both RG&E and NYSEG appear, and the boundary does not follow town lines cleanly. Read the name on your own bill — RG&E's 2026 charge is $1.31 per kW-month and NYSEG's is $1.19, about $126 against $114 a year on an 8 kW system.

Is a ground mount worth considering in Ontario County?

On a property with land, often. It removes the roof-age question, lets orientation and tilt be chosen, solves shading by siting and allows ground-level maintenance. Ask about setbacks and foundation depth below the frost line.

Can a Finger Lakes farm still claim a federal solar credit?

A project to offset the farm's own consumption sits on the business side of the tax code, and the business investment tax credit and depreciation did not follow the residential credit into repeal. It is a live question for your accountant with your own figures.

What should I check before leasing farmland to a solar developer?

Term length and renewal control, decommissioning security backed by a bond or escrow, the array footprint and access route, effects on drainage and tile, rent escalation, the option period, and consequences for agricultural assessment. Use your own attorney.

Run the arithmetic on your own system

Check the dated program table and your arrangement before counting an incentive. Standard residential NY-Sun blocks are closed; Long Island Affordable Solar has a conditional income-verification route. The NY credit depends on qualified costs and tax liability, while the NYC abatement reduces future property-tax bills. The estimator keeps those timings separate.
