Heat Pump Water Heater Rebates in New York
The federal $2,000 credit is gone for 2026, so the utility rebate is the whole incentive. Which utility pays, why no one number exists, and the install details that decide it.

A heat pump water heater rebate in New York comes from your utility, not from the IRS — and which utility, and how much, depends entirely on the address the meter is at. The federal $2,000 credit that used to cover heat pump water heaters ended for equipment placed in service after 31 December 2025, so for a 2026 swap the utility rebate is the whole incentive.
That reshapes the decision. A heat pump water heater used to be an easy yes on paper because the federal credit covered a large slice of the price gap against a standard electric tank. Without it, the case rests on the utility rebate plus the running-cost saving, and both of those are local to New York in ways the national coverage of this topic never captures.
Where a heat pump water heater rebate in New York actually comes from
There are three possible sources, and most households qualify for exactly one of them.
NYS Clean Heat. Administered by NYSERDA with seven sponsoring utilities — Central Hudson, Con Edison, National Fuel Gas, National Grid, NYSEG, Orange & Rockland and RG&E. If one of those serves you, start at the address-based finder at cleanheat.ny.gov/find-available-rebates. There is no single statewide table of amounts; each sponsor runs its own schedule, and the finder is the only way to see the live figure for your address rather than a number someone copied from another state.
PSEG Long Island. If you are in Nassau, Suffolk or the Rockaways, PSEG Long Island delivers your electricity and it is not a Clean Heat sponsor. It runs its own efficiency programmes with their own rebate forms, their own qualifying equipment list and their own contractor requirements. Do not use a Clean Heat page to plan a Long Island job — the same mismatch trips people up on the solar side, which is why we wrote up what actually exists in the PSEG Long Island rebate world.
A municipal utility. New York has dozens of municipal electric systems — Freeport, Rockville Centre, Fairport, Jamestown, Massena and others. Their customers are outside Clean Heat, because Clean Heat is funded through the investor-owned utilities. If your electric bill comes from a village or city rather than one of the seven, call that utility directly; several run their own appliance rebates and none of them appear in the statewide finder.
Why nobody can quote you one number
Three variables move a heat pump water heater rebate in New York, and a page that gives you a single dollar figure has quietly fixed all three:
- Which sponsor. Con Edison’s programme and NYSEG’s programme are separate filings with separate budgets.
- What you are replacing. Programmes generally treat a fuel-switch (replacing a gas or oil-fired water heater) differently from an electric-to-electric upgrade, because the energy saving is different.
- Which unit. Incentives are tied to qualifying product lists and efficiency tiers, so two similar-looking 50-gallon units can land on different sides of the line.
The honest instruction is: run the finder, then have your installer confirm the current amount for your specific model before you order it. In most programmes the rebate is claimed by a participating contractor and appears as a discount on your invoice, which means you never front the money — but also means an installer who is not enrolled cannot get it for you retroactively.
What the federal expiry changed
Under Section 25C, heat pump water heaters sat in the $2,000 annual bucket alongside heat pumps and biomass stoves. That credit applied to property placed in service on or after 1 January 2023 and before 31 December 2025. It is not available for a 2026 installation. Neither is the 30% Section 25D credit, which terminated for expenditures after 31 December 2025 and never covered water heaters anyway.
If your unit was placed in service during 2025 you still claim it on your 2025 return, filed in 2026, using IRS Form 5695. The test is the in-service date. Our summary of what changed federally and how New York is affected covers the same cutoff from the solar side.
The New York installation details that decide whether it works
A heat pump water heater is a refrigeration machine strapped to a tank. It moves heat out of the surrounding air and into the water, which is why it is efficient — and why the room it sits in matters more than any other single decision.
Air volume. Manufacturers specify a minimum installation-space volume, or require a duct kit if the space is smaller. The figure is in the installation manual for the specific model, and it is not optional: starve the unit of air and it falls back on its resistance elements, at which point you have bought an expensive standard water heater. A large unfinished Buffalo basement is ideal. A closet off a Brooklyn hallway usually needs ducting.
What it does to the room. It blows out cold, dehumidified air. In a damp Long Island or Hudson Valley basement in July that is a genuine bonus — many households retire a dehumidifier and its electricity bill along with it. In an unheated upstate basement in February it is the opposite: the unit is pulling heat out of a space that is already cold, and if that basement is inside your thermal envelope you are partly paying for the same heat twice. This is why the same appliance is a clearer win in Nassau County than in Watertown, and why basement air-sealing and insulation should be part of the same conversation.
Electrical. Most 50- and 65-gallon units want a dedicated 240V circuit. If you are replacing a gas water heater there is no such circuit there today, so budget for an electrician and check whether the panel has room. Newer 120V plug-in models exist and are worth asking about specifically if your panel is full — that question can be the difference between a straightforward swap and a service upgrade.
Condensate. The unit produces condensate and needs a drain or a condensate pump. In a basement with a floor drain this is trivial. In a second-floor utility closet it is a design item, and it wants a pan.
Height and clearance. The heat pump module sits on top of the tank, so these units are taller than what they replace. Measure the joist height before ordering, not after delivery.
Noise. It runs a compressor and a fan. Below a bedroom in a small house, that is worth hearing in a showroom first.
Sizing and recovery, honestly
Heat pump water heaters recover more slowly than gas. For a household used to a gas tank, the usual fix is a larger tank rather than a bigger compressor — the extra stored volume covers the morning peak. Ask your installer to size on first-hour rating against your actual peak draw (how many showers, how close together, whether the washing machine runs at the same time), not on a nominal gallon count. Getting this wrong is the single most common reason people dislike the appliance afterwards, and it has nothing to do with efficiency.
If money is the barrier
Two New York routes exist that are not rebates. EmPower+ is NYSERDA’s income-qualified programme, and it is worth checking even if you assume you earn too much — call 1-866-NYSERDA or check the live programme page rather than relying on a threshold quoted in an article. Separately, NYSERDA financing can put the cost on your utility bill instead of a separate loan; see the on-bill recovery loan explained. And for the broader picture of what New York still funds now that the federal credits have lapsed, our overview of NYSERDA incentives still available in 2026 is the starting point.
What to do next
- Run your street address through the Clean Heat finder, or go straight to PSEG Long Island’s programme pages if you are in Nassau, Suffolk or the Rockaways. Write down the sponsor’s name.
- Go and stand where the water heater lives. Measure the room’s volume and the ceiling height, and note whether there is a floor drain and a spare 240V slot in the panel. Those four observations decide most of the job.
- Ask installers whether they are participating contractors with your sponsor, and ask them to confirm the current rebate for the exact model number they are proposing — not for “a heat pump water heater”.
- Delete any federal credit line from a 2026 quote and re-compare. Several quotes change rank once that line is gone.
- If the panel is full or the space is tight, get the electrical question answered before you choose the model. A 120V unit may solve it outright.
NY Solar Incentives
Independent New York solar research. We summarise NYSERDA, NY-Sun and federal programme rules from published sources and state plainly when a figure is an estimate. We are not a government agency and do not sell equipment.
Run the arithmetic on your own system
Check the dated program table and your arrangement before counting an incentive. Standard residential NY-Sun blocks are closed; Long Island Affordable Solar has a conditional income-verification route. The NY credit depends on qualified costs and tax liability, while the NYC abatement reduces future property-tax bills. The estimator keeps those timings separate.
