Solar Panel Installation in North Hempstead, NY
North Hempstead is unusually dense with incorporated villages, and a village runs its own building department. Which authority covers your parcel is the first practical question here, not the last.
North Hempstead is a town in Nassau County covering much of the North Shore, from the Great Neck peninsula east through Port Washington, Manhasset, Roslyn, Mineola and Williston Park. ZIP codes include 11030, 11040, 11050, 11501, 11576, 11577 and 11596. The first practical question here is not about panels at all. It is which authority issues your permit.
Village or town
North Hempstead is unusually dense with incorporated villages, and a village runs its own building department. Among them are Mineola, Williston Park, East Williston, Roslyn, Flower Hill, Munsey Park, Manorhaven, Port Washington North, Sands Point, East Hills, Lake Success and North Hills, along with the cluster of villages on the Great Neck peninsula.
Unincorporated areas are permitted by the Town of North Hempstead instead. Manhasset, Port Washington itself, Albertson, Searingtown, Roslyn Heights, Carle Place and Greenvale fall this way.
The trap is the mailing address. A Port Washington postal address can sit in the unincorporated hamlet, inside the Village of Port Washington North, or inside the Village of Manorhaven, and those are separate building departments with their own fee schedules and turnarounds. Establish which covers your parcel before an installer files anything, because a permit lodged with the wrong authority is time lost rather than a small correction.
Four separate decisions stand between you and RPTL 487
The 15-year exemption under RPTL 487 covers the value a solar system adds to your assessment, and it applies unless the taxing body has opted out. Each body decides for itself: a county, city, town or village by local law, a school district by resolution. On a North Hempstead parcel that means four answers to collect, and a yes from one tells you nothing about the other three.
- Your village, if you are in one.
- The Town of North Hempstead.
- Nassau County.
- Your school district — and a Nassau parcel can sit in an elementary district and a separate central high school district, which is two resolutions rather than one.
Start with the school district. It carries the largest single line on most Nassau tax bills, so it is both where the exemption is worth most and where an opt-out costs most. Note also that section 487 reaches only systems constructed before 1 January 2030, which turns a project that keeps slipping into a project that loses the exemption.
Which company is printed on your bill?
Nassau County is mostly PSEG Long Island territory, the operator of the LIPA system, and the word doing the work in that sentence is mostly. Freeport and Rockville Centre run their own municipal electric utilities, which answer to their own boards rather than to the Public Service Commission. Their customers get no state net metering, no Customer Benefit Contribution and no standardised state interconnection process, and have to ask the utility directly what it offers instead. The name on the bill settles this. The address does not.
What PSEG Long Island charges
Anyone who interconnected on or after 1 January 2022 pays a Customer Benefit Contribution, billed each month against the DC size of the array rather than against anything it generates. At the 2026 PSEG Long Island residential rate of $1.13 per kW-month, a 7 kW system costs $7.91 a month, roughly $95 a year, and an 11 kW system costs $12.43, roughly $149. The rate is reset annually rather than fixed at interconnection, so budget it as a running cost that moves. Running the other way, Phase One net metering credits exported kilowatt-hours at the full retail rate and holds that structure for 20 years, which is what most residential rooftops here connect under.
The house itself
Much of North Hempstead went up after the war, and the age of the housing sets two questions. Ask what amperage your service is rated at and whether the busbar has room for a solar breaker, because 100 amp panels are ordinary here and a service upgrade or line-side tap belongs on the written quote rather than in a change order produced once the crew is on the roof. Then ask how much life is left in the shingles: under about a decade argues for re-roofing first, since taking an array off and refitting it later costs far more than mounting it once on a fresh roof.
The old North Shore streets also carry a deep tree canopy, and canopy is judged in December rather than in June. December is when the sun sits lowest, when the array produces least, and when the credit bank built through the summer is being spent down. Ask for a shading assessment made at the property rather than from an aerial image, and ask to see modelled December and January output rather than a single annual figure.
2026 incentives
The 30% federal residential credit no longer exists. Congress terminated section 25D for expenditures made after 31 December 2025, and the statute fixes the date of an expenditure at the moment the original installation is completed — not at the moment the meter is swapped or the system energised. A 2026 proposal still carrying a 30% federal line is wrong on its face.
What decides the most money on a North Hempstead parcel is the incentive nobody puts on a quote: RPTL 487, fifteen years of exemption on the added assessed value, subject to the four separate opt-outs above. Get that in writing from the assessing authority before you sign. Around it sit the state’s 25% credit capped at $5,000 on Form IT-255 at a principal residence, which reaches leases and power purchase agreements of ten years or more as well as purchases and carries forward for up to five years where your tax liability cannot absorb it; and the state sales tax exemption. Each of these can be changed by the body that runs it, so read the current position from NYSERDA and the NY Department of Taxation and Finance rather than from a footnote on a proposal. NY-Sun, which a contractor used to net off the price, is not among them: on Long Island the last residential block closed on 17 April 2016, NYSERDA’s income-qualified Affordable Solar incentive has no open block for homes either, and as of September 2026 NYSERDA has no open NY-Sun block for homes in any utility territory; check NYSERDA’s NY-Sun dashboard for a new one.
Frequently Asked Questions
Who issues my solar permit in North Hempstead?
Your village if you are in one, and the Town of North Hempstead if you are not. A mailing address is not proof: a Port Washington address can be in the unincorporated hamlet, in the Village of Port Washington North or in the Village of Manorhaven.
How many authorities do I check for the property tax exemption?
Four. Your village if any, the Town of North Hempstead, Nassau County and your school district, each of which can opt out of RPTL 487 separately. A Nassau parcel can also sit in both an elementary district and a central high school district.
What does PSEG Long Island charge a solar customer here?
The Customer Benefit Contribution at $1.13 per kW-month of DC system size for 2026 — about $95 a year on a 7 kW system and $149 on 11 kW. It is charged on capacity regardless of production and reset each year.
Is everyone in Nassau County on PSEG Long Island?
No. Freeport and Rockville Centre run their own municipal electric utilities, which sit outside Public Service Commission jurisdiction — so no state net metering, no Customer Benefit Contribution and no standardised interconnection process. Confirm from your own bill.

NY Solar Incentives
Independent New York solar research. We summarise NYSERDA, NY-Sun and federal programme rules from published sources and state plainly when a figure is an estimate. We are not a government agency and do not sell equipment.
Run the arithmetic on your own system
Check the dated program table and your arrangement before counting an incentive. Standard residential NY-Sun blocks are closed; Long Island Affordable Solar has a conditional income-verification route. The NY credit depends on qualified costs and tax liability, while the NYC abatement reduces future property-tax bills. The estimator keeps those timings separate.
