Livingston County runs down the Genesee valley south of Rochester — Geneseo, Avon, Caledonia, Dansville, Mount Morris, Lima, Livonia. ZIP codes here begin 144 and 145. It is farmland and small towns, and it sits across a utility boundary.

Check which utility is on your bill

Livingston is not uniformly served by one company — RG&E and NYSEG both appear, and the boundary does not follow town lines:

  • RG&E — 2026 residential Customer Benefit Contribution of $1.31 per kW-month. An 8 kW system pays about $126 a year.
  • NYSEG — $1.19 per kW-month. The same system pays about $114 a year.

Both apply to systems interconnected on or after 1 January 2022, are billed on DC system size regardless of production, and are recalculated annually. Read the name printed on your own bill.

The valley is favourable ground

The Genesee valley is broad and open, which means a clear southern horizon on a great many properties — the condition most of New York’s solar articles are working around. Shading is less often the binding constraint here than in the Southern Tier or the Hudson Valley.

An on-site assessment still matters, particularly on the wooded valley sides and in the older village centres, but the county-level answer is good.

Land and ground mounts

With farmland comes space, and a ground mount is a genuine option: orientation and tilt chosen rather than inherited, roof age irrelevant, and maintenance and snow clearing at ground level. Ask for it to be quoted alongside the roof, and ask early about setbacks and foundation depth below the frost line.

On open ground, ask what wind load the structure is specified for as well as the snow load.

Farm projects and land leases

A project to offset a farm’s own consumption sits on the business side of the tax code, where the investment tax credit and depreciation did not follow the residential credit into repeal at the end of 2025 — a live question for your accountant. Get interval data rather than bill totals, and ask any proposal to separate energy savings from demand savings.

Leasing ground to a developer is a separate, decades-long decision whose terms on decommissioning security, rent escalation, access routes, drainage and tile, the option period and agricultural assessment matter far more than the headline rent. Take your own attorney.

Roofs and snow

Roof age is the usual residential gate: under roughly ten years of shingle life left means re-roof first, because removing and reinstalling an array later costs considerably more than mounting on a bare roof. Western New York snow load is real; ask what the racking is specified for and what snow assumption is in the production estimate.

2026 incentives

The 30% federal residential credit has ended — section 25D was terminated for expenditures made after 31 December 2025, with an expenditure treated as made when the original installation is completed.

Still available: New York’s 25% credit capped at $5,000 on Form IT-255, reaching leases and PPAs of ten years or more as well as purchases; the state sales tax exemption; and RPTL 487’s 15-year property tax exemption where your town or village, the county and your school district have not opted out. The RPTL 487 exemption is not automatic: file form RP-487 with your assessor by the taxable status date (March 1 in most towns; January 2 in Nassau towns; May 1 or June 1 in Westchester towns; set by charter in cities; usually January 1 in villages), and the system must be built before January 1, 2030 (RP-487 instructions).

NY-Sun is not on that list. As of September 2026 NYSERDA has no open NY-Sun block for homes in any utility territory; check NYSERDA’s NY-Sun dashboard for a new one. The last standard upstate residential block (Block 14, $0.15/W, NYSEG, RG&E and National Grid territories) closed on 17 December 2025, and the upstate Affordable Solar block for income-qualified households closed on 9 March 2026.

Frequently Asked Questions

Which utility serves Livingston County for solar?

Both RG&E and NYSEG appear and the boundary does not follow town lines. Read the name on your own bill — RG&E's 2026 charge is $1.31 per kW-month and NYSEG's is $1.19, about $126 against $114 a year on an 8 kW system.

Is shading a problem in the Genesee valley?

Less than in most of New York. The valley is broad and open, so a clear southern horizon is common. An on-site assessment still matters on the wooded valley sides and in older village centres.

Is a ground mount practical in Livingston County?

On farmland, very much so. It lets orientation and tilt be chosen, removes the roof-age question and allows ground-level maintenance and snow clearing. On open ground, ask what wind load the structure is specified for as well as the snow load.

How should a farm solar proposal be analysed?

From interval data rather than bill totals, because on a commercial account the shape of the load is the analysis. Ask the proposal to separate energy savings from demand savings, and take the tax treatment to your accountant.

Run the arithmetic on your own system

Check the dated program table and your arrangement before counting an incentive. Standard residential NY-Sun blocks are closed; Long Island Affordable Solar has a conditional income-verification route. The NY credit depends on qualified costs and tax liability, while the NYC abatement reduces future property-tax bills. The estimator keeps those timings separate.
